Resolution
To resolve this issue, follow the required steps:
Microsoft Outlook 2013/2016/2019
The following steps involve modification to the registry.
Warning: Windows Registry modifications should always be approached with extreme care - serious problems can occur if you modify the Windows registry incorrectly!
We strongly advise you to back up the Windows registry before any modifications are made - in doing so you will have the option to restore the backup if a problem occurs.

- Launch the RegEdit (Registry Editor).
- Browse to the following registry subkey:
HKEY_CURRENT_USER\Software\Microsoft\Office\{Version}\Outlook\Options\MailNote: The {Version} key will change depending upon which version of Microsoft Outlook is installed:
Microsoft Outlook 2013: 15.0
Microsoft Outlook 2016: 16.0
Microsoft Outlook 2019: 16.0
For example: For Microsoft Outlook 2016 the path will be
HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Options\Mail
If this registry path does not exist, you can create it manually. - From the Edit menu, select New then select DWORD (32-bit) Value.
- Enter the DWORD name as Send Pictures With Document and press [Enter].
-
To edit the value, you can either right-click the Send Pictures With Document and select Modify or double-click Send Pictures With Document.
The Edit DWORD (32-bit) Value window is displayed.
- In the Value data box, type 1.
- Click OK to save the changes and close the window.
- Restart Outlook for the change to take effect.
Caution: With Microsoft Outlook 2013/2016/2019 the default behaviour has changed. When the value is not present, it will behave as if the value is set to 0 rather than 1. So, the default is to always send a link rather than embed the images.
